NOTICE FOR REQUEST FOR PROPOSAL

For

The Consultancy Services

For

Construction Supervision of Water Supply and Electrical Works inside Export Processing Zone at Bhairahawa (Package-1/062/63)

1.                  Government of Nepal, Ministry of Industry, Commerce and Supplies, Special Economic Zone Project intends to obtain Proposals(Technical Proposal and Financial Proposal in separate sealed envelop, within one outer sealed envelop-Two envelop system) for providing consultancy service for    " Construction Supervision of  Water Supply and Electrical Works inside Export Processing Zone at Bhairahawa. (Package-1/062/63)"

2.                  The Request for Proposal (RFP) document can be purchased from the Special Economic Zone Project (SEZP) Office within 31st day of the first publication of the notice on cash payment of non-refundable Rs. 500.00 (Five Hundred Rupees only).

3.                  The Request for Proposal (RFP) documents must be submitted to the SEZP Office within 12.00 hrs of last day i.e.the 31st day of the first publication of the notice. In case of that day being a holiday the next working day will be considered the last day of submission.

4.                  All technical proposals will be opened at 14.00 hrs. of the 31st day i.e. the last day of submission in the presence of the consultant or his representative. However absence of the consultant or his representative will not hinder the opening of the proposals.

5.                  The consultant must sign and stamp each and every page and in indicated places of the Technical and Financial proposals.

6.                  The Consultants must enclose duly completed Technical Proposal and Financial Proposal in two separate envelopes. The envelopes must clearly mention type of the proposal. It must be indicated in the envelope as “Technical/Financial Proposal for Consulting Services for “Construction Supervision of Water Supply and Electrical Works inside Export Processing Zone at Bhairahawa.(Package-1/062/063)” The separate sealed envelopes of Technical and Financial Proposals must be again enclosed in one single envelope and sealed and addressed to the Export Processing Zone Project (SEZP) Office.

7.                  The Client reserves the right to reduce or increase the total amount of work volume without giving any reason whatsoever.

8.                  The Client reserves the right to accept or reject any proposal or a part thereof without giving any reason whatsoever.

9.                  Proposals, which are incomplete or submitted after the due date will not be considered.

10.              The consultant’s own terms and conditions other than the terms and conditions mentioned in the RFP shall not be accepted by the project.

11.               Any other necessary related information will be provided by the Client during office hours.

12..             Other matters not covered by the clauses mentioned above will be as per Financial Administrative Rules (FAR) of HMG/Nepal.

Invitation for Bids

1.

Government of Nepal, Ministry of Industry, Commerce and Supplies, Special Economic Zone Project intends to obtain tenders for executing & completing the various construction works mentioned in the table in clause 2 of this notice to be executed inside Bhairahawa EPZ.

2. A set of bidding documents can be purchased by interested contractors registered with HMG/Nepal, on submission of a written application to the address mentioned below and as given in table below. The Bidding Document can be obtained from the Project Office at Babarmahal, Kathmandu on or before 12:00 hours of the 31st day from the first date of publication of this notice. Should the last date of obtaining bidding documents fall on HMG/Nepal holiday, the next working day shall be considered the last date for purchasing the document.

3. The construction supervision of the Contract No.-01/062/63 “Construction of Water Supply and Electrical works inside EPZ Bhairahawa (Package-I)” will be carried out by separate construction supervision consultant, the procurement process of which is underway parallel with this procurement work. However the construction supervision of Contract No.-02/062/63 “Construction of Office Building, Parking area, and Miscellaneous Works inside EPZ, Bhairahawa” will be carried out by the project office itself.

 

4. The Bidder must seal one original and one duplicate copy of bid in separate envelopes and must indicate "Original Bid" and "Duplicate Bid". The two sealed envelopes of "Original & Duplicate Bids must be again enclosed in one outer envelope and be sealed". The outer envelope must be indicated "One Original & One Duplicate copy of Bids".
5. The application and duly completed bids and other documents in sealed envelopes must be delivered to the Project Office at Babarmahal, Kathmandu on or before 12:00 hours of the 31st day from the first date of publication of the notice. Should the last date of submission fall on GN/N holiday, the next working day shall be considered the last date of submission.
6. All bids must be accompanied by a bid security of not less than 2.5% of the bid price as quoted by the contractors in favor of the project. The validity period of the Bid Security shall not less than 120 days (Bid validity 90 days + 30 days) from the date of bid opening.
7. It is recommended that interested eligible contractors familiarize themselves with the local conditions and visit the project site. Cost for preparation of Bid and site visits are to be borne by the Bidders themselves.
8. The Bids will be opened at 14:00 hours of the 31st day from the first day of publication of this notice, in the presence of the contractor or their nominated representatives. The bids for Contract No. 01/062/63 will be opened first and will be followed by opening of bids for Contract No.02/062/63 immediately after finishing opening of Contract No. 01/062/63. However, absence of the contractor or his representative shall not hinder the opening of the Bids.
9. Each Bidder shall submit only one Bid, either individually or as a partner in a joint venture. A Bidder who submits or participates in more than one Bid, will cause all the proposals with the Bidder's participation to be disqualified.
10. If any of the information/data provided in the submitted bids is unclear, ineligible or not substantiated by the supporting document, such information shall not be taken into account for qualification.
11. The standard format of “Contractor’s Bid” contained in Section: 3 of this Bidding Document Volume-I must be filled in and signed by the authorized person of the Bidder.
12. Pre-bid meeting will be held in the Project Office at Babarmahal, Kathmandu on 12:00 hours of the 25th day from the first date of publication of this notice. Bidders are encouraged to attend the meeting.
13. Project reserves the right to reject or accept any or all bid partly or fully and to annul the bidding process without mentioning any reason whatsoever.
14. Other matters not covered by the clauses mentioned above will be as per Financial Administrative Rules – 2056 (2nd Amendment) of HMG/Nepal.
