Dear Visitor, After the advent of democracy, Nepal has embarked on an ambitious plan to raise the living standard of its people through intensive socio-economic changes. Industrialization through active participation of private sector has been given high priority. In the context of modern competitive economy Nepal needs to give a lift to its capacity building in this front to sustain and move forward. Hence, entrepreneurs, both national and foreign, who can invest capital as well as bring modern technology and market, are invited to invest in various sections of service, manufacturing, agro, forest and minerals based industries. Government has forwarded the idea of Special Economic Zone (SEZ) as a way to create an environment conducive to rapid industrialization as SEZ will be operating outside the traditional administrative arrangements and hence is a policy response towards immediately overcoming the beaurocratic and procedural difficulties associated with FDI oriented export business. The SEZ project (SEZP) was established on 29th January 2004 (15Magh 2060) and entrusted to draft a SEZ law which will accord various fiscal and non-fiscal benefits to investors within SEZ and construction of various SEZs. HMG has declared Export Promotion Zone (EPZ) in Bhairahawa (Western Nepal) and Special Economic Zones in Birgunj, Panchkhal and Trisuli areas. It has already embarked upon construction of on Export Promotion Zone (EPZ) at Bhairahawa and is carrying out various feasibility studies for other sites in the three locations already declared by HMG. About the SEZ Project |
|
Government of Nepal has formed the Special Economic Zone Project (SEZP) on 2060/10/15 under Ministry of Industry, Commerce and Supply (MOICS) to formulate laws, rules and regulation, implement planning, design and construction of Special Economic Zones throughout Nepal and to carry out relevant works Presently the SEZP office is engaged in the following works: |
| (a) | Formulation of Special Economic Zone Ordinance-2005 and related rules. | |
| (b) | Feasibility Study for the Identification of Sites, Infrastructure Development and Design and Cost Estimates of the establishment of SEZ at Birgunj, Panchkhal of Kabhre and Ratmate-Devighat Areas of Nuwakot Districts and land acquisition in those areas. | |
| (c) | Detailed Engineering Survey and Design of Facilities to be established inside Export Processing Zone at Bhairahawa. | |

1. Draft Law of the Special Economic Zone |
|
|
|
|
|
To develop infrastructure of Special Economic Zones (SEZ) and to manage its administration, a separate law “Special Economic Zone Ordinance -2005” has been drafted and is at the final stage of approval. Detail of the proposed Ordinance is available elsewhere in the website. This draft law has envisaged a body named as “Special Economic Zone Board” which not only manages and administers the Special Economic Zones but also recommends establishing SEZ in any particular area within the kingdom. A wide range of responsibilities and power including providing license for establishment of industries inside the zone, preparing rules and regulation and terms and condition of the job of the workers within the zone, monitoring and evaluation of the industries set up inside the zone and various other works comes under the rights and duties of the “Special Economic Zones Board” For detail of the draft law see in the relevant chapter or Click here |

2. Special Economic Zone at Birgunj |
|
|
|
|
|
Government of Nepal has selected Birgunj and its vicinity to be developed as SEZ. It is one of the main industrial city of the nation, which lies in the Central Development Region of the Nepal and is about 270 km. from Katmandu. Govt. of Nepal has granted 833 bigahas (about 555 ha) of land in Simara and Dummarbana VDCs of Parsa district near Simara Airport for the construction of SEZ. The land was previously used by the Birgunj Sugar Factory as sugarcane farm. It is at 32 km from Birgunj Inland Clearance Depot ICD. |

| 3. Special Economic Zone at Panchkhal & Ratmate-Jiling-Devighat | |
|
Panchkhal of Kabre and Ratmate–Jiling-Devighat areas of Nuwakot districts are also declared as Special Economic Zones. The first location is accessible by Arniko Highway connecting China Border. The second location in Nuwakot district has the access through Katmandu Trisuli road. Alternatively this location can also be approached by Galchhi-Devighat road which is an earthen fair-whether road. Panchkhal area is within 35-40 km distance from Katmandu while the location in Nuwakot district is about 70 km. The consultant has proposed four probable locations for SEZ Panchkhal and six probable locations for SEZ at Ratmate-Jiling-Devighat areas. The location map of the probable sites and the site indentification matrix of both Panchkhal & Ratmate areas have been presented in relevant chapter. |

4. Export Processing Zone (EPZ) at Bhairahawa |
|
|
|
|
|
Export Processing Zone (BEPZ), proposed to be established at Bhairahawa, lies in Rupandehi district of the Western Development Region of Nepal and is about 280 kilometers from Katmandu. And this EPZ will start its operation very soon. The infrastructure development work of BEPZ is at initial stage. Govt. of Nepal acquired 36.8 Ha. Of land and initiated the infrastructure development works Basic physical infrastructures such as roads, drains, sewerage & land development work inside EPZ Bhairahawa are under construction. A study relating to the prospects of potential industries and its management and operation modalities of zone was also conducted. Detail Engineering survey and Design of physical facilities to be set up inside the zone has been completed. This study has given the design drawing and cost estimate of modern infrastructure facilities viz roads, drainage, land development (Plots) water supply, telecommunication & electrical systems etc. which are prerequisite for industry establishment. To develop infrastructure of Special Economic Zones (SEZs) and to manage its administration, a separate law "Special Economic Zone Act- 2006" has been drafted and is at the final stage of approval. Out of 34.75 hectors 13.33 hectors of land could be available in BEPZ immediately on promulgates of SEZ law. The total estimate of the establishment of all the SEZs and EPZ in Nepal is NRS 3890000000.00 (as shown by pre-feasibility studies) and the total expenditure till F/Y 2062/2063 is NRS 148174356.20. The said expenditure has been spent for the infrastructure development of 13.33 hectors of land inside Bhairahawa EPZ and pre-feasibility studies and feasibility studies of SEZs in different locations in the country. Because of minimal yearly Budget provided for SEZ Project in comparison to the cost as shown by the pre- feasibility studies the progress is minimal too. |
